The Metronome: a large structure and stronghold to the Whisperer, the cultural leader to the nation of Cilance. The people here live in muted silence, believing voice to be something religious. In public, Cilaneans hardly speak, and if they do it is in a whisper. They mostly use sign language. Only theWhisperer can make public speeches. In their own homes they are able to speak normally. The nation is surrounded by soft islets that break the waves so they are quiet by the time they roll in, mountains to the west block any dangerous winds. The streets are filled with water so even footsteps are uncommon to hear as gondolas float around the city. Due to the nature of this land, quiet has become the expected. The stronghold known as The Metronome serves as both a keep and a clock tower, creating a low tick when the hours of the day pass by.
