Queen Theodora is both the Empress of the Evermore and the reigning monarch of Lancaster. With the early death of her father to sleeping sickness, and no trustworthy regent, she alone made the decision to have Lancaster rejoin the Empire through a pact of marriage, and even at the age of twelve was able to negotiate an agreement that saw Lancaster as one of the most self-sufficient and self-governing provinces of the entire Empire.
