the qualification depend on relation. many ali's are members of the imperial family but ran not in direct line for the throne. one case was the future mohammad 3rd who was mohammabd ali as he was the sultans 2nd son but after mohammabd 2nd death he was no longer an ali.
it can also be given to in laws. in the case of Radavan mentanvic(person:98514436-7c0e-429c-b91b-459527f49925) who married one of the then sultans daughters. his marriage made him an ali as he was married to a member of the royal family. his sons Michael, lech and Ivan were also allies and then @[ivan 2nd son Milan and Milan's son milan 2nd were all ali's as milan was the son of an ali and milan was an ali as his mother was a daughter of sultan emperorMohammad 14th making him nephew a grandson of the sultan and nephew to Abdul 3rd.

History
the first ever ali was the second son of The sultan he said that he needed a name for his second son and his decadence. he diced that the term ali was appropriate and declared that all members of the royal family that were not directly in line for the throne would be given the term which would come after there first name. after that cousin, second son, third son all were given the titile ali.
