Kalyon, the City in the Sky
A beautiful city at the centre of Tircha, from here, the Arcane Council rule. Each of the collages of magic also has a presence here, though not everyone has their main campus here. Though the head of the college tends to take up residence here.
The city is accessible via four teleportation gates. These gates are under constant guard by local security forces. Each has its own Watch Captain, who in turn answers to the Watch Commander. Being the only way in and out of the city, they are under constant guard.
The further east you get in Kalyon you get, the fancier it gets. In the eastern quarters, most of the noble families live. Though some live outside in massive estates. Some of the noteworthy households are the Montagne family, the Lyon family and the LeFay household.
Demographics
The city is home to a wide variety of races. Though some are more represented than others, at least among the free inhabitants. As with most places in Tircha, those incapable of wielding magic are quickly enslaved. As a result, the free dwarven and gnomish populations in the city are almost vanishingly small, with only maybe around a hundred dwarves and gnomes combined are living in the city currently. Most common are elves, followed by humans and orcs.
Chimeras are fairly common and the officials try to keep records on them. Though many mages who handle such work aren't always keen on sharing. A full quarter of the city are Chimeras, though most have just minor cosmetic changes. Their original races are still kept on the records.
Government
The Arcane Council, a group of 13 mages, decide on the laws, taxes, foreign relations and the defence organisation of not just Kalyon, but the entire Mageocracy of Tircha.
Taxation
Generally, tax pressure is very low in Kalyon. There is a toll for travelling through the teleportation gates. The amount depends on what is brought through alongside oneself. Should one only bring a travel pack, the toll might only be a few Tolars, though a large trade caravan might have to pay several hundred. There is a business tax, which is paid four times a year and depends on the size of the business. This tax also functions as a business license. The size of the company is calculated when the tax is paid, roughly at the change of the seasons.Laws
Kalyon doesn't differ when it comes to the laws that govern the city when compared to the rest of Tircha. The city guard patrols the streets, as well as guard the inner teleportation gates.Defences
Inside the city, there are minimal defences. However, outside the teleportation gates, there are heavy fortifications, with each gate being its own stone fort, guarded at all times by the Tremor Legion. Moats surround these forts with drawbridges, though they are mostly kept open to allow travellers passage.
Guilds and Factions
Most businesses don't form guilds in the city, seeking to work independently. However, almost all businesses seek to cooperate with the Colleges of Magic in the city. Each of the eight colleges has a major influence, with them each having, in essence, a Councilor on the Arcane Council lobbying on their behalf. There is one college for each school of magic. Those being:
- The College of Aeromancy, air magic, has its primary campus in the city.
- The College of Geomancy, earth magic, share a campus with the College of Mortemancy, death magic, of both the physical and spiritual kind, in the bowels of the island, though both have their primary campuses in Normani.
- The College of Hydromancy, water and cold magic and a small campus in the city, while its primary campus in in Indrak.
- The College of Lumimancy, light magic, has a sizable campus in the city, though their primary campus is in Ravael.
- The College of Pyromancy, fire magic and the manipulation of energy has moderate campus in the city, but they call the warmth of Ravael their home.
- The College of Tenebrimancy, dark magic and the manipulation of the mind, has its primary campus in the city.
- The College of Vitaemancy, life magic and the manipulation of the body, has a major campus in the city, though its primary campus in in Indrak.
Natural Resources
The city itself doesn't have any exploitable natural resources, on account of a restriction on what is allowed to do on the floating islands to make sure that the city stays stable. However, farmlands spread out around the city consisting of grazing fields for livestock of various types and all kind of agricultural fields, which supply the city with most of what it needs to feed its inhabitants. There are a few forests which help supply the city with firewood, though its use has decreased thanks to the efforts of the College of Pyromancy
