Coalition of Sand and Dreams

Marvelous structures in the middle of the burning deserts and savannas. A bustling bazaar that sells everything you need, want and also what you didn't know you wanted or needed. The Coalition of sand and dreams is exactly what the name encapsulates. It is a coalition of a number of city states that banded together because they needed each other for defense and of course, to maximize profits. It's central location means a large number of trade routes go through the unforgiving deserts. The inhabitants of the coalition cities are more than happy to effort refreshments to those who need it. Additionally the coalition maintains an official neutrality to most of the continents conflicts.

The coalition has generated enormous amounts of wealth by trading everything that exists. Slaves, drugs, mercenaries and all other sins can be bought somewhere in the in the coalition of sand and dreams. Some of the city states have banned some explicitly bad or dangerous goods, that only means that you have to acquire it via one of the many back alley dealers that can be found in the large prosperous cities. The other way of course is to pay off the right people, money means power in the coalition of sand and dreams and everybody knows this.

The governors of the various city states are the wealthiest individuals within the walls. They host lavish parties, order extravagant pieces of art and exploit their "employees" as much as possible. All governors have had a special room constructed in their respective palaces, that allow them to communicate with the other governors by arcane means. Quarterly meetings are held between the governors to discuss matters that need everyone's attentions. Most often those meetings quickly devolve into a large peacock extravaganza where the governors show of their newest acquired rarity.

Diplomatic dealings

The coalition maintains a strong neutrality in the war between the Holy Kingdom of Buril and the Unity of Kirlin. They sell mercenaries and other supplies to both sides of the conflict. Additionally the coalition keeps an open border which means that troops from both parties use the coalitions land to mount attacks on the other nation.

The coalition has received a lot a criticism from the Kingdom of Signium, the Alliance of Hurora and the Dwarven Kingdom of Ustril because they do not act against the invaders from the Plains of Grahaul. The coalition has repeatedly responded that they are working on a diplomatic solution with the denizens of the Plains of Grahaul. Resolving the matter diplomatically is very difficult because of the divided population of the plains. In reality the coalition doesn't really care about the raids on the other countries because it does not hurt their business. In fact the raiders frequently trade their newly obtained goods in the coalition cities.

Each city state has it's own standing army. These armies aren't large by any means but they are very well equipped and trained. The governors spend a lot a money on their armies showing of their strength.
