Agriculture & Industry

Agrarian Economics:

The Veren empire has two main breadbaskets. The south and west portions of the Heartland Provence, and all of Human hold. These regions, being naturally fertile produce large quantities of food 'staples' such as wheat, barley, potatoes, Beef, Fish, Pork, Chicken, and Duck; but more exotics ingredients as well.   Potatoes and Barley make up a 65% of crops seeing as they are the most nuterinally diverse, and hardiest of plants; wheat makes up another 25%; and the remaining 5% are 'luxury crops or spices'. The Barley and Potatoes by themselves are produced in such quantity that they alone could feed the entire empire.   Livestock are mainly found in the safer boarders of the heartland, rather than the war-torn and more wild area's of human hold. Centaur Lesser often care for the animals, allowing the animals to graze across their large estates. Meats, are a luxury in Veren, and are often only eaten on holidays or by hungry soldiers and laborer's who often need the extra proteins. The larger portion of Veren meat comes from the sea, fishing the magic dense sea life of the inner sea, or the plentiful fish of the North sea, allows for easily distribution and a near constant flow of fish to all parts of the Empire.   Fruits and Spices are often only grown in the heartland, but some nobles in HumanHolt keep small crops for celebrations and the like.   Food Control:   Each Patron, mayor, or Lord is entitled to a majority of their harvest. This portion is calculated by the population of an area, and the ratio of professions. The Ratios are as follows:     The Exports are calculated by season. Every Town may keep their population/professions requirement of food x 2. After that they must give 50% to the Regional Lord at half quarter price. They may sell the remainder.   Once the Food Tax reaches the Regional lord it is divided amongst the towns who need the extra food, and the rest is delivered to the Provencal government for further distribution to needy regions or the empire at large.   Excess food: Each citizen is required to pay a food tax. The tax is equal to the cost of labor of the food. If people are unable to pay this tax the Lord, Mayor, Patron or family/neighborhood can shoulder the burden. However, the persons unable to afford the taxes are indentured to those who shouldered the burden. Ways for people to pay are varied and often do not require labor; example include volunteering for conscription if the need arises or take the place of someone who would be drafted. Discount prices on their goods, marriage or a service for free.   If citizens want to pay for extra food they may, at a half price discount for local food, and full price for outsourced food.       Crop Rotation:   Due to the drastic seasonal changes in Veren, traditional large scale agriculture that we are familiar with in the modern world never took off. Mono-cultures have a tendency to be devoured when the bug migration happens, or die when the weather shifts. Therefor, Veren farmers plant wide varieties of plants, and raise massive Beetle eaters (write) to both eat, and protect from pests.   Some crops, like' bowl weed' are meant to attract and capture the migrating bugs for future harvesting.

Trade & Transport

A majority of people use the conquest roads to move throughout the empire. These highways were built during , and continue to serve the empire has quick and safe trade routes. In addition the vast highway network, people of utilize naval travel in the inner sea to travel between regions, or trade with neighboring states.

Education

Many Veren politicians have tried to increase public access to education, however education is still primarily a luxury for the nobility, priests and the wealthy. Due to these facts, a majority of common citizens are literate. Often the only opens for a poor man to receive an education is to join the legions, the clergy, or a merchant house.   The Veren legions have a long standing tradition of educating new troops. This practice stemmed from the Wars of Necessary Conquest, when officer casualties were high, and recruits few. In an effort to maintain a stable officer corps new recruits are educated as a part of their initial training. because of these traditions each legionnaire is literate and knows basic math.

Infrastructure

The Conquest Roads

The Conquest Roads are massive highways that were build during the War of Necessity. Each of those roads leads back to the capitol city, and into other Nation states.

The Outer-sea ports

The outer sea ports are heavily garrisoned sea forts. They were intended for Naval actions against other nations, but now are used for counter piracy and as minor trade hubs.

Inner Seaports

The inner seaports are sprawling flourishing metropolis used for fast transport through the empire, and easy trade between nations.

Sanitation

Every large urban center of the empire has access to an advanced sanitation system. The more advanced of these systems often utilize magic to despise of the massive amounts of waste. Smaller settlements often have rely basic aqueducts and sewer systems.

Defensive

To protect itself from invasion the Veren Empire utilizes the Staggered fort doctrine to protect it's inhabitants. Implementation varies region to region, but it consists of a three main sections. External: A line of fortified positions at the boarder of Veren territory. Keystone: For every two to three forts a castle is built. The purpose of aforementioned castle is to provide reinforcements to their assigned forts. These castles are often well constructed and well palace fortresses, and are home to professional legionaries. Internal: A series of light fortification guarding the heartland of the region. The auxiliary forces stationed here are tasked with securing Veren infrastructure in the event of an invasion, but usually end up acting as law enforcement.

State

The management of the empire at large falls to two branches of government. The emperor and the Senate. The two branches provide balance for one another in an effort to prevent corrupt rulers, or frequent coups.

The Emperor

Veren emperor have historically had a large amount of control over the management of the empire. The Imperial branch is not just the emperor themselves, but a council of advisers as well. The council members each specialize in a branch of Veren government, from infrastructure to noble family relations. The emperors role in Veren state is to: one deal with pressing events; Two appoint regional governors, Generals, and Diplomats; and three draft legislation, and reforms. To accomplish these goals the Veren empire can enact imperial decrees to address pending issues, such as declaring war, providing disaster relief, and signing treaties. However, the senate has the ability review these decisions and approve, deny, or revise them.

The Senate

The Senate plays a similar role to the Imperial Court. The senate is made up of 10 nobles from each region; a delegate from each noble family; and 12 delegates from the church, totaling in 51 senators. Senators, elect officials that the emperor appoints, drafts laws, vote on laws, and manage non urgent concerns.

Senate/Emperor relations

In order to keep each other in check a variety of precautions have been placed. some examples are, the emperor can choose candidates for offices (like governor, diplomat, general, etc), but the senate is one who decides on who gets the job. the only exception to this rule is when a new emperor is being picked. In this case each region is allowed a candidate in addition to the emperor's.

Another precaution is the division of the legions. to prevent either of the branches from abusing their power the Veren Imperial military is split 50% fall under imperial command and 50% fall under the command of the senate. Despite some glaring flaws with this method, the threat of civil war has kept more than one ambitious statesman in check.

Region

The Veren Empire is divided up into three regions. Each of these regions are controlled governor and regional senate. The amount of senators a region has is dependent on the number of cities, noble families, and merchant houses it houses. The governors are appointed by the emperor and voted on by the regional senate.

Civic

Cities are ran by mayors and their councils. Mayoral candidates are selected by the governor of that province (except of the capital) and voted on by the regional senate. A city mayor often has a council each member representing a district of the city. Normally, the mayor choose the council member, but if the district in question is controlled by the church or a powerful merchant house, then the representative will be chosen by its respective organization.

Judicial Body

The Judaical system of the Veren empire is in dire need of reform. They system is in such disarray that laws vary region to region (sometimes even city to city). It is often down to local judges and mayors to deal with trials. However, due to the varied laws, it is not uncommon for the accused to flee to another city to avoid punishment. Due to this, bounty hunters are a common site on Veren roads.
