Shaarat

Known across Khorvaire as the "City of Towers," Shaarat is the largest city in Breland, and in fact the largest settlement on the continent. Sitting on top of a manifest zone to Syrania, the Endless Sky, the local magical field effects permit the construction of gravity-defying towers that stretch over a mile into the air, topped with structures built directly on top of — and out of — enchanted cloudstuff.   Geographically, Shaarat is divided into several major groupings according to the tower out of which that section of the city is built. Bridges of all sorts connect the towers at different heights. These towers form the major subdivisions of the city. In addition, floating above the city is Skyway, a pair of districts built out of cloudstuff; while below the city in the Cogs sit Shaarat's crumbling foundation and the near-permanent underclass that lives there.

  Historically, Shaarat sits on top of the ruins of a much more anciety city: Sharaat, jewel of the Dhakaani Empire. Malleon the Reaver "founded" Shaarat, which is to say he conquered and enslaved the native goblins, hobgoblins, and orcs living in Sharaat and plundered untold riches before destroying much of the local architecture and having monuments to his own greatness built on the ruins, which later formed the necropolis beneath Shaarat. As the city climbed towards the heavents, each successive generation of wealthy architects built atop the last's accomplishments, creating strata within the towers that serve as a relative indicator of status. The higher the establishment, the wealthier the owner and its patrons. Note that this is not a statement about either integrity or quality, only of price.   In 999 Y.K., Prince ir'Wynarn Aejar of Breland, first prince of Shaarat, issued an official proclamation restoring the city's name to recognize its Dhakaani origin. A later proclamation that same year removed the name Malleon from all official buildings, street names, and locations within city limits. Several gol attended the signing, despite local pressure from Daask not to participate in "outsider politics." Windowpaper of a goblin sitting atop Aejar's bodyguard's Nine's shoulder in order to witness the signature has been submitted to the Enduring Collection.
