Capital of Breland, widely regarded as the most democratic -- and litigious -- of the Kingdoms of Khorvaire. King Boromax has expressed awareness of the contradictions inherent in a democratic monarchy, but as much as he fears a return to the bad old days, he fears the unchecked political power of the Dragonmarked Houses even more. As a result, Wroat feels like a city of contradictions: full of legal societies, journalists, government buildings, and other signs of democratic empowerment; while at the same time holding fast to a central monarchy ruled from a single seat of power and a reliance on primogeniture to ensure the peaceful transfer of government.
