Traitor's Hill

Before the Dragon Pacts, Khezvaros was the target of frequent raids by Horse Lords of the western plains. In order to guard against the raiders, Watcher's Keep was constructed to serve as the western counterpart to the tower now known as The Tower of Daggers. When the Empire took over, the Keep was refurbished to serve as the governor's residence while the palace was being constructed. Once the Imperial Governor moved to the palace, the keep was awarded to Emil Varos, a Khezvaran nobleman whose family had advocated joining the empire for generations. The Varos family were among the handful of nobles who not only avoided punishment during the Peace Tribunals, but were awarded imperial titles of nobility after the city's takeover.   Related Reading:
