Dagger Hill

Now more commonly called "Dagger Hill," Tower Hill was once an outpost outside the city that served as a base for the riders who patrolled the area around Khezvaros. The new name is in honor of the massacre of Dagger Hill, when Kirlyok and dragons under his command destroyed an army imperial soldiers with dragonfire, leaving nothing but their Zeldarian Steel shortswords behind. These swords were incorporated into the upper walls of what is now The Tower of Daggers.
The tower is a prison today and the road leading up to the top of the hill is lined with hanging cages housing criminals whose fate the empire his chosen to leave to the Fate's judgement. Criminals are sentenced to spend a set amount of time in the cage before being released, but few serve out their full time. Some die of exposure or starvation, others are killed or released by fellow citizens, and a few manage to escape on their own. Those who make it out are considered to have served their sentence in full. An escapee who has made an enemy on the guard, however, may receive a new charge for destruction of imperial property if they damage the cage while escaping.
