Temples of the Priest-Kings of Damamilla
Create a building which is feared by a culture of your world.
There are many awful, fearful and terrifying buildings in the Kuan region. The charnel pits of the The Harrower . The vampire cities of The Harrowland . The Ruins of the Overlords on the Holy Island of Kuan. The Crypts of the Demon age that may be found scattered across the lands or that may suddenly rise up or become revealed. Castles and keeps ruled by Demons, Sidereal, Sorcerers, Necromancers (like The Fortress of Yichotuan , Blood Mages or monsters. But feared and avoided by most- except the most foolish and the most brave are the Temple Tombs of the Priest-Kings of Damamilla, the Deadlords/ Deadkings .

Purpose / Function
The cities of Damamilla are dead. The land itself drained of life and vitality. Cold dry winds blow across the high cold desert and the ruins of the cities. Few spirits dart from place to place in the empty cities, and fewer furtive, fearful living creatures can be found in the empty streets and ruined buildings. Small groups of Deadlord Minions or Warriors may be encountered anywhere in the haunted cities. But the certain centers of fear, wealth and power are the Temples of the Priest-Kings where the Deadlords themselves lay dead and dreaming.
Architecture
The houses and common buildings of the dead cities are tall and narrow. Doors and rooms have ceilings of of 18-20 ft (5-6 m). The passages typically less than 2 meter wide. Stone and wood shaped into thick walls, nearly clear or colored panes like glass or luxurious rich textured panels. The magiocracy made many magical conveniences common to the Damamilla.
Central to every village, town and city was the arena. This open field was surrounded by rising rows of seats with stone bases and columns and large wooden chairs. Arranged around the Arena field are the Temples which were the administrative centers and homes of the rulers. The Damamilla worshipped Magic and the Highest ruler dwelt in the Unified Temple and met with the Antepex representatives which represented government functions and their own Temples. As the High Rulers converted to the Necros Antepex, so did all under them who wished to have place and power. All others fled or were fed upon by the Necros.
The Temples are raised platforms 15 m (50 ft) tall with aggregations of jumbled terraced towers intricately carved with layers of patterns and images of creatures, of daily activity, of war and of contests and magic. Within are chambers that had served worship, administration, governance and hearing, supply and distribution, tax and wealth. Places for guards and servants and workers and rooms for them all. And now the domains of restless dead. Hungering for the tastes and flavors of life in their shadow unlife and to refresh their Antepex of Necros with new death. In the Temples are the treasures and greatest works of Damamilla. And also their ancient Priest-Kings and their deathless undead minions and servants. Patient, waiting like spiders for things and people to walk into their traps.

Yeeeeah, I can see why these temples would be feared. Really interesting. I think the image illustrates the idea really well too. :)
