Commonwealth Astoria
Commonwealth Astoria was born out of decades of war between several different small kingdoms. These kingdoms, fighting over land, resources, and blood feuds that went back generations, were finally united when one of the monarchs -- Queen Enemata -- discovered foul magic she used to raze one of the kingdoms to ash. All buildings, crops, and people, were burned in an instant as if the sun itself had alighted at the heart of the kingdom. A circle of desolation still mars the country where nothing will grow.
The remaining kingdoms united to defeat the queen, although the cost was great. She never again used the same magic to destroy another of the allied countries, but she had many powers she was able to bring to bear. The conflict was bloody and costly, leaving the fledgling commonwealth of Astoria with much to rebuild.
Each of the kings and queens of the allied countries became co-rulers of the united commonwealth, each getting an equal vote on the ruling council. Each ten-year, the head of the Commonwealth rotates to another member of the council, giving the High Councilor a second vote on all issues as well as the ability to appoint special positions within the ruling commonwealth.
Structure
Six sit on the council, which is passed down in each bloodline as if a monarchy. One seat on the council rotates every ten years to a new "Head Councilor" whose votes cast for two during his or her tenure. The Head also appoints positions within the government, although judicial appointments are voted on within council.
Culture
Astoria's culture is akin to anglo-saxon middle ages.
Assets
Six kingdoms' resources are pooled within this country. Their greatest asset is their vast land which allows for ample farming and forestry. Mineral deposits are also relatively plentiful, although not evenly distributed among the member kingdoms.
History
Eight countries once warred over land, resources, and blood feuds. Six of them united against one who used foul magic to desolate another. They bound together to defeat that country, but at great cost. Now they form a commonwealth of their kingdoms to put to rest the old wars so that they might rebuild and move forward.
