Razor

The "Razor" is the title of the clandestine wing of the Commonwealth.  It is an appointed position that requires no confirmation by the council and only answers to the Head of the Commonwealth; however, it is required that any information of import to the Commonwealth's safety and prosperity must be shared with the entire council.
The identity of the Razor is kept secret to all but the Head, meaning information shared with the council is most often shared through written report bearing the Razor's seal.
The Razor may employ those he or she sees fit in order to complete their duties, but the Head is to be consulted on such matters as necessary.

Qualifications

The qualifications of the Razor are far dependent on the goals of the office.  It is expected that one in this position would need flexible morality and great influence as well as a mind for the clandestine.

Appointment

The Head of the Commonwealth appoints this position.

Duties

The duties of the Razor are to gather information through clandestine means for the betterment of the Commonwealth.  It is also understood that other more covert matters may be undertaken by the Razor as well (espionage, sabotage, assassination, etc.)

Responsibilities

The responsibility of the Razor is to both perform espionage for the Commonwealth and spearhead the counter-espionage as well.

Benefits

It would be difficult to gauge the benefits of being the head of all spy craft of the country, but it would be great.

Accoutrements & Equipment

The Head would be sure to outfit the Razor and his subordinates as necessary to complete their assigned duties.

Grounds for Removal/Dismissal

The Razor may be removed from office by the Head just as easily as he or she can be appointed.
