Prime Magus
This position is appointed by the Head of the Commonwealth and voted on by the Council. It has always been the current head of the University -- the wizard college located within the Commonwealth's capitol. This position need not be appointed from the head of the University, however, but it seems to be prudent considering the Order of the Magi's goals.
As the leader of the Order of the Magi, this individual is responsible for executing the mandate of the Order as well as manage the Magi within the ranks. This often means the Prime Magus delegates many responsibilities out to trusted Magi within the Order.
The Prime Magus reports directly to the Head, although reports to the Council are also expected on a regular basis.
Qualifications
The Head of the Commonwealth decides who will be appointed Prime Magus, but it is expected that whoever is nominated is a strong magic user and capable of executing the mandate of the Order. Historically, this position has always been held by the head of the University.

This position is appointed by the Head of the Commonwealth.
Duties
The Prime Magus is in charge of the Order of the Magi, and thus is required to keep magic from falling into the wrong hands. He or she is also in charge of all Magi and, essentially, their education and what they are going about. Much of the duties of the Prime Magus are delegated to trusted Magi within the Order.
Responsibilities
The Prime Magus is responsible for anything magical (both arcane and divine) within the Commonwealth.

The benefits of being in charge of every spell caster within six kingdoms is immeasurable.
Accoutrements & Equipment
A badge of office is given to the Prime Magus, and as Prime, it is understood that one has access to every magical artifact being stored by the Commonwealth. While these aren't necessarily owned by the Prime, they are within his or her care and subject to making sure they are used, or not used, for the benefit of the Commonwealth.
Grounds for Removal/Dismissal
Failure to execute one's position or blatant abuse of power would subject the Prime Magus to dismissal. While formidable, the might of the six kingdoms defeated the most potent spell caster in recorded history, and thus the risk of a Prime Magus becoming too powerful is considered minimal.
