Lumin
History
A country that is borderline infested with fey is bound to be a mess, especially a country like Lumin, where iron runs in giant swathes underground, making the fey settled there even more mischievous and ill tempered than normal.
The country of Lumin struggled with this issue for quite a long time, until the a family known as the Nightingales settled within its borders and began to establish a semblance of order. They decided to make the country and her people thrive despite the problems with the fey. Together with several other prominent families, the Nightingales worked to grow villages into towns and even into cities. Since then, the fey have been pushed back to the quieter countrysides and are all but forgotten in the larger settlements.
In the year 1235, about 200 years after the country's founding, the then head of the Nightingale family established the College of Chenya in order to better train the country's budding mages. Today, the college is still the only institution in the known world dedicated to training those gifted with arcane arts, as well as studying the still young sciences.
Technological Level
The cities of Lumin have a strong presence of modern magical technologies. This is especially true in Chenya where the magical college is located. Rune-driven plumbing and large sewer systems keep the cities and houses of the wealthy clean. More opulent spaces may eschew candles for the cleaner and more refined runed crystal lights produced by masters at the college.
More rural towns and villages, however, lack most if not all of these conveniences. Water is still drawn from hand pumps or wells, and plumbing is little more than a pipe dream except for the fabulously wealthy. Candles are still the primary light source, and since mages prefer to live in the cities, manual labour is still performed manually.
Foreign Relations
The Luminese nobility are known for shrewd politics. They do what is necessary to support their people and are known to be unfailingly polite, but there is a razor-sharp predatory nature one can detect underneath that. While not a war-hungry nation and unlikely to try and seize more territory for themselves, they are also not pushovers if their own borders were to be threatened. Retaliation usually comes in the form of economics rather than war, except in dire situations.
Education
Most everyone in Lumin knows how to read and write from a fairly young age, as well as being able to perform basic arithmetic. While no actual schooling system is in place in most of the villages, parents and village elders take it upon themselves to teach their children the basics so they won't be cheated or trapped in a contract they didn't understand the terms of.
In the larger coastal cities, higher education levels are more common.
Infrastructure
The cities and larger towns sport cobbled roads and magical plumbing. Buildings can be built much larger and far more easily with the assistance of mages.

Laws, for the most part, are determined by a community's leaders and, to some degree, the demands of the people. Very rarely, the Nightingale head family can also pass down legislation, but this usually comes down to political moves more than anything else.
Judicial Body
As with legislation, the carrying out of laws is determined by a community's leaders. Small matters are handled swiftly, and only matters of great political import are passed on to the region's lords, or even Lucien Nightingale himself.
