Bristol is the largest city in the South West of England, and the largest of the six districts of the County of Avon.

Population
This is a figure quoted in the real timeline for 1991; the source is uncertain and may not reflect "official" figures. We are taking it, however, as a good estimate of the city's population in the alternate timeline on 10 April 1992.
In What County is Bristol?
Although often considered historically part of Gloucestershire (or, more accurately, straddling the boundary between Gloucestershire and Somerset, which follows the (natural) course of the River Avon through the city), Bristol had, in fact, been a county in its own right since as far back as 1373. On 1 April 1974 it became part of the new County of Avon and was so on 10 April 1992. After Avon's abolition, on 1 April 1996, the City of Bristol once again became a county in its own right and remains so to this day, in the real timeline at least.
Government
Government Type
During our period of interest (that is, during the time it was part of the County of Avon), Bristol's local council was that of a second-tier Non-metropolitan District which meant that responsibility for the functions of local government in the city were split between Bristol City Council and Avon County Council. Jennifer's tenure as a City Councillor fell entirely within this period.
Inauguration
Bristol became a Non-metropolitan District on 1 April 1974; prior to this it had been a County Borough within the framework of local government established by the Local Government Act 1888 and, as such, was responsible for all local government functions in the city.
Dissolution
Bristol ceased to be a second-tier Non-metropolitan District on 31 March 1996 after which it became a modern Unitary Authority and reassumed sole responsibility for local government activities in the city.
