Thalassocracy of Chel

Based on the Islands of Chelok and Chelaki. The Thalassocracy is lead by the High Navarch. It is a remnant of the Mercadion Empire that spanned the Isthmus and the entire gulf. It said when the Empire fell the regional governor was given control of the grand fleet by the Emperor and fought of the invading hordes and continued to rule the Islands he could in the Jukano Gulf. It was supposed to be a temporary arrangement, however Mercadion never did return to power. It is a merchant monarchy, the Navarch acts as a king would, however the Navarch is elected by, and takes counsel from the Admiralty.

Chelok

 

Chelok is the larger Island that holds almost all the major cities and industries. The Capital City of Penzance sits at the mouth of Penzance bay on the West Side of the island, and at the Estuary of the Frask River that flows from Frask Lake. Frask Lake acts as the center of the Island and it has three rivers that stem from it. To the south is Largin River that flows to the sea at the city of Bresk Point. The third river flows Northeast to the Makar Lowlands. Here the major trade city of Kera stands on the banks of the Ker Strait between Chelok and Chelaki. Three major rivers are all navigable most of the year, and they act as the major highways for trade and travel on Chelok.

   

The Island of Chelok can be split up into three major parts. In the North east is the Makar Lowlands. This area is filled with humid swamps, and floodplains. The region is perfect for the cultivation of cash crops such as Sugarcane, and Rice. This Much of this region is filled with large plantations owned by the Merchant Houses. The East of the Island is dominated by The Efyl Plains, named for the God of the Eastern Wind. This area is a vast plain with a large bay in the middle. It is lush land that is easily farmed, and frequent rains during the winter months provide for a very prosperous growing season. This region also contains the Capital of Penzance, and the Frask River as well as Petral Woods, and Frask Woods.

   

The final region is the Tarn Highlands, which is split between the Hill Country, and Rakan Cape. The Tarn Highlands are somewhat more elevated than the rest of the Island and hold the only mountains in the country in the Lylan Mountains. The Mountains split the Tarn Highlands into its two regions. The Hill Country covers the region from the Mountain Range to the shores of Lake Frask. Near the Lake a lone mountain called Savina Mountain provides the headwaters that feed the lake called the Savine River. The Hill Country is rich with metal ores. The important cities in the Highlands are Carlis, and Lylyn Port. Carlis is the major mining settlement, and it has one of the only major roads in the nation called the Iron Path, that leads from Carlis to Lylan Port where a majority of the ore is processed and transported. The Rakan Cape is a much drier region, and it has very little vegetation, and it is home to hostile life forms including colonies of Yuan-Ti, and also migrating bands of Shazin. The Rakan Cape is very autonomous from the capital of Penzance.

 

Chelaki

 

Chelaki is a much smaller island, and it is much less developed. The island has two major wet tropical forests. The west of the island is dominated by Trabas Jungle that is filled with many creatures, and wandering tribes of Tabaxi that refuse to settle down. Keraki is the only large city on the island, it is the younger sister city of Kera. Keraki primarily deals in lumber from the large tropical jungle of Shrad. The middle of the island has a small range of hills called the Trei Ridge. In the far west is Fort Parch on the coast. It is where the Northern Armada is based.

Military

The Chellian Military is largely naval with marine troops for fighting on land, and a special Riverine Force to patrol interior waters. The military is supplanted by forces controlled   The Grand Chellian Navy is Lead by The High Navarch and his Admirals. The Navy is split into three branches the Grand Fleet, the Corvus Marine, and the Riverine Commodorate.  

Grand Fleet

The Grand Fleet is comprised of two main Armada located on the Northern sides of the Islands and the Southern side. The Two Armadas will occasionally meet up in order to attack a particularly sizable pirate fleet.   Each Armada is commanded by a Commodore and is comprised of 5 squadrons and a flag ship.   A squadron is commanded by a captain, and will usually contain 1 or 2 Galleon, supported by several Sloops and Brigs.  

Corvus Marine

  The Corvus Marine is lead by the Marine General, and comprised of Three Corvus Brigades. Each Corvus Brigade is commanded by a Brigadier. The Brigades are stationed at three Fort, one in Penzance   Each Brigade has around 1,200 soldiers divided into three Battalions of 400 men each and commanded by a Colonel. Each Battalion has Five Companies lead by a Major. The company acts as the lowest level of organization in battle.

Agriculture & Industry

Chel’s primary economic driver is trade. Chel has the strongest navy in the Jukano Gulf, and it charges other nations ships a fee to be able to pass through its waters, and charges fees for protection in the gulf from pirate bands.   Both of the prime islands have plenty of iron ore, strong trees, and natural resources which provide for materials to build some of the strongest, and fastest ships. The Thalassocracy largely has cordial trading relationship with the nearby underwater Merfolk Kingdom of Maerlo. This provides a small but extremely lucrative trade in rare Merfolk goods.

Trade & Transport

Almost all wealth and trade in Chel is controlled by a few large Merchant Houses. These merchant houses all have representatives in the Admiralty called Syndics and they keep taxes on their trade expeditions low, and tariffs on out of country traders high. This keeps their business extremely valuable, and damages the competition. All of the houses are constantly competing with one another, trying to undercut each others ventures and corporate intrigue is common, and expected. The Houses use a system of economical control called the Factory System.

Education

Education is handled by the various merchant houses, and usually is based around a specific trade, only the higher classes are receive a well rounded education.
