The First Council

The governance of Bastion falls to a seven-seat Council, made up of three elves, three dwarves and one human. This mirrors the composition of the First Council, and is the only way in which the humans have any semblance of power.   Each race chooses the method of election for their representatives, with dwarves choosing the hereditary leaders of the three Great Houses, each serving for life. Each Great House is directly descended from original members of the First Council.   Elves are represented by leaders of their three key organisations; the Archmage of the Academy, the Grand Archivist of the Ancestral Archives and the High Administrator of Bastion.   The human representative of the council is elected every five years through a populist election, although the representative has remained the same for the last 20 years. While the human representative officially has equal standing with the other members on the Council, they are often outvoted or outright ignored by their Elven and Dwarven Colleagues.
