Proclamations of Jubilation

The Proclamations of Jubilation are a set of new laws, ushered into the governance of Vallaki by its current Burgomeister "Baron" Vargas Vallakovich in the weeks preceeding the Fourth Mistfall. The Proclamations aim to "bring ebullliance and cheer to the folk of Barovia, so that All Will Be Well."
The Proclamations deal mostly with three main areas:

1. The extreme tightening of executive powers in the hands of the Burgomeister,
2. The distancing of the people of Vallaki from Strahd von Zarovich,
3. And the re-introduction of worship of the Morninglord.

In pursuit of these goals, the Proclamations heavily punish perceived countercultural behaviours, whilst implementing several policies to increase "joy." Ultimately, these policies are viewed incredibly dishavourably by the townsfolk of Vallaki, but they are creating enough power and wealth for several key figures to allow them to be maintained.

Proclamations of Jubilation

Beware and uphold the following Proclamations of Jubilance, that they must be adhered to at all times, so that All Will Be Well:

1. All shall attend and contribute to The Festivals of Vallaki with a Great and Joyous Fervour befitting of their Glorious Purpose; impious and unpatriotic frugality will be fined;
2. All shall pray to the Morninglord each Dusk and Dawn for our Salvation, lest they lose their hands and tongues with which they should have been more pious;
3. None shall speak the name of the Devil aloud, bear witness to His deeds or carry documents bearing this name; warrants, licenses, and seals in His likeness or bearing his name shall be ameliorated or confiscated;
4. None shall enter or leave Vallaki after Dusk, lest they lose all claim to citizenship;
5. None shall speak with impropriety towards:
   1. The Joyous Festivals of Vallaki;
   2. Our Eminent and Wise Baron Vargas Vallakovich or his family;
   3. Our protectors, the brave and loyal guardians of Vallaki;
   4. The Morninglord, praises unto His name; Our Joy Shall Bring His Return;
   5. Nor our beautiful and perfect citizens.
6. None shall partake in:
   1. Gossip and the Spread of Lies, Fanciful Tales and other "False Tidings" of Barovia or Beyond;
   2. Spellcrafts of the Devil or otherwise;
   3. Song or Dance or Merry-Making from Foreign Lands;
   4. Inappropriate Dress or Composure;
   5. Nor Trade or Communion with Irreputes of Barovia.
7. Breach of these strictures will be dealt with severely.

These Proclamations are made by Baron Vargas Vallakovich, by divine right from the Morninglord, and ratified by the noble office of Macek & Murgu.
