Pontificum Ecclesium
The Pontificum Ecclesium is the council of cardinals who are selected particularly by the Patriarch himself to carry out specific missions as well as to make decrees on orthodoxy and pronouncements against heresy. They hold sway over any of the catholic communion of saints, defining practice, bestowing legitimacy, and expunging the apostate. This gives the pontificum an astounding influence over populations of incredibly different political and ethnic backgrounds, and has, at times in the past both created and eased tensions between nations. The absolute authority to define right practice and worship (and therefore also excommunicate those in breach) over entirely unrelated saints serving foreign gods has its roots in the unified nature of the former Carovarian Empire, and meant that in times before Telemon's rise, the Patriarch himself had the ability to essentially hold entire nations to account based on their actions.
In this time, the Pontificum Ecclesium meets regularly, primarily to discuss matters of extreme religious importance and denounce any notion of sainthood that Telemon may advertise. Recently, they have begun to form colleges of heresy to keep the faiths of saints that have fallen under the scope of Telemon's empire from becoming unknowingly synchretistic. It is also down to the council to approve the ordination of each new Patriarch (this is thought to be a relic of a period of time before the Dalmas family were selected by heredity, and the Patriarch was considered an elected office).
Structure
A council of cardinals with no set number (but traditionally less than 100, but more than 50) who are appointed by the Patriarch from among the number of cardinals who rule over the many different churches within the catholic communion. Overall, this means there are a number of churches with voices on the council at the Patriarch's behest, while others have little to no direct voice.
