Raythe Blackhand

Noted master of abjuration magic Raythe Blackhand was a director of the Vitalis School of Arcana for many years before Madam Novia Celsa appointed him to the Council upon her ascension. Now, he serves as the head of the Department of Defense. After the New Federal Committee voted to consolidate the Department of Weapons into the Department of Defense, that department fell under his purview as well.
A Ceryssian by birth who has lived his whole adult life in Cethandir, Blackhand is the first person born outside the Federation to be made a consul.
