Kovain Kobolds
The old empire road runs throughout Korinthia, but the section from Calthas to the Ruins of Urkovain and North back to Kalimbrum has fallen into disrepair due to the continual raiding from the tribes of Kovain Kobolds. From their burrows in the wastes surrounding Urkovain they spill forth to hound nearby farmers, villages, and unwary travelers.
Appearance
The kovain kobolds tend to have tan-orange scales, with blue highlights. Those with more blue in their scales seem to hold greater positions of authority within their tribes. Their garments are scavenged, often no more than rags and bone jewelry, but blue is again a favoured colour and the types of blue adornments seem to help delineate different clans. One clan may collect blue feathers for earrings or elaborate necklaces, another marks itself with some sort of blue mud or dye.Interclan Struggles
The kobolds are split into several smaller family groups or clans and seem to regularly compete with each other. This competition is one of the driving forces behind their raids, pushing them further afield in search of trinkets and treasure. While they partly fight over territory and occasionally raid targets, their primary goal appears to be the favour of a being they call the Storm-Eater.Sorcerers
There is an unusually high amount of sorcerers among the kovain kobolds. Some even seem to have attained higher levels of magic education. Where this talent is coming from is unknown, but something the Crownsmen and The Poor-Man's Knights of the Radiant Dawn know well. Additionally the kobolds in general are very skilled at identifying magical items. They have a particular focus for stealing anything with a magical aura and an uncanny ability to find such items.

M,
As requested I've done some investigation into the Storm-Eater. The kovain kobolds grant all their fortune and misfortune to the Storm-Eater. They believe the Storm-Eater grants their magic, although their magic seems to be of an arcane source rather than divine. Have these kobolds come in contact with some sort of warlock patron that's taken favour to them? It might seem crazy, but I wouldn't underestimate a force of spell wielding kobold ambushing a patrol.
I think it makes a great mystery or start of an adventure to discover who or what the Storm-Eater is.
