Enable Multiple Owning Organizations and Organizations Contesting Control for Settlements

What functionality is missing? What is unsatisfying with the current situation?

  At present, when using the "settlement" article template it is possible to designate a primary "ruler/owner", as well as "additional rulers/owners", but we cannot set multiple organizational owners in the same fashion. Similarly, in the "geographic location" article template, we can designate "organizations contesting ownership of the location", but this feature is lacking from the settlement article template as well.     This prevents me from designating a primary organization which controls a given settlement as an owner of a settlement (such as a nation-state) AND also nonstate organizations which also might be said to rule/own/control a settlement concurrently/unofficially/ in addition to the primary organization (such as a drug cartel, religious faction, political group, international organization, etc). Moreover, for those settlements which are politically disputed, there is no feature akin to the "organizations contesting ownership of the location" option which is present for geographic locations, so I can't accurately represent my gang wars, religious feuds, territorial claims, or trade disputes which might apply to and within a given settlement.   The request in short:   I'd like to be able to BOTH designate multiple organizations as owning organizations as we already can for individual rulers/owners AND be able to designate organizations contesting ownership of the location as we already can for geographic locations.   

How does this feature request address the current situation?

  This feature would enable users to add more than one organization as a ruler/owner of a settlement (just as presently exists for individuals), and ideally would include another dropdown to add "organizations contesting control of the settlement" as exists for the geographic location template. This would enable me to mark both the nation-state which controls a settlement politically, and also track the various illicit organizations, economic unions, and religious factions which might similarly be said to exercise ownership or control over a given settlement.     

What are other uses for this feature request?

  In theory, this feature would help users build up more dynamic webs of relationships between organizations, and also to more fully represent the complex power dynamics which can influence a setting, and would enable users to easily track the major organizations which control settlements.   Just applying this feature to a generic hypothetical city in a setting like our modern world to illustrate my point; this feature could conceivably be used to easily illustrate that "X government controls city Y (as opposed to government Z), while religion 'Circle' is dominant and 'rules' with religion 'Square' contesting its right to control the city, while cartel Alpha owns the city for its purposes in the gang war against cartel Bravo, and the city is part of the Blue trade compact instead of the Green." It could similarly be used to illustrate the secret societies or organizations which might be pulling the strings (or attempting to) behind the scenes, while another organization officially 'rules.'    Overall, this feature would add complexity which would enable users to to better represent the various and often coexisting forms of control different kinds organizations exercise simultaneously over any given settlement, and to represent the various power struggles going on at different aspects of society. It also enables us to more easily identify those organizations rather than having to pore through the article to find the relevant text in the "Guilds and Factions" subsection (or wherever else you discuss it in the article) to find the paragraph where you say "religion Circle controls this city" or "Alpha cartel is in charge."    This simplifies the process, and just as it's useful to be able to identify multiple discrete individual rulers/owners of a settlement, or for geographic locations, I think it will be useful to identify multiple organizations which exercise control too.    Thanks for your time!

Hello! Thanks for submitting this feature idea, and to all who considered and voted on it. So, this is actually 2 features in a trench coat (please don't submit multiple feature requests again!). However, it has been accepted for future development.
