Titivillus
Not much was known about "Lord Scarlet" prior to the Saltmarsh Crisis, aside from being mentioned by members of the Scarlet Brotherhood as being their eponymous leader. Some among the ranks of the Brotherhood doubted his very existence, positing that he was instead a symbol of the movement. A few bolder Brotherhood members even took to calling themselves Lord Scarlet in an effort to bolster their own authority among other members.
It was later revealed that Lord Scarlet was actually the archdevil Titivilus, who was attempting to sow chaos along the Azure Coast in league with Tharizdun. His ultimate goal was to attract the attention of the other Lords of the Nine Hells, in the hopes that they would leave their realm to fight the demonic forces his alliance was stirring up. This would leave a power vacuum, which Titivillus believed would facilitate his efforts to usurp another archdevil and become a Lord of one of the hells himself.
His plans were defeated by the High Seas Ass Kickers, who first closed down the Abyssal rifts that Tharizdun had opened in the Azure Sea, then travelled directly to his keep in Dis to kill Titivillus himself. With his last infernal breath, Titivillus activated a failsafe that allowed him to inhabit the body of a Kraken. After a tumultuous battle that nearly saw the destruction of Saltmarsh, he was vanquished once and for all, putting an end to his scheming ways.
