Infernal Seas
The Infernal Seas, also referred to as Hell or the Hells, are the dwelling place of devils and other infernal beings. Asmodeus rules supreme over the seas, at least nine of which are known. The seas are made up of the souls of beings unfortunate enough to make an ill-advised deal with a devil. These souls empower the devils of their respective sea, and through a complex system of tribute, ultimately empower Asmodeus himself.
When a soul with enough willpower arrives in the plane, it may be able to manifest itself back together as a new devil. When this occurs, a new player enters "the game", experiencing an irresistible compulsion to acquire new souls and rise in rank. This compulsion is the result of Asmodeus' cunning designs, which take advantage of the lawful nature of devils. By compelling devils to compete to rise in rank, they inevitably add more souls to the seas. Because the tribute system requires a portion of the resulting power be passed up through the ranks, this competition for souls ultimately increases Asmodeus' hold on the plane and ensures his continued reign.
Each sea is lorded over by an Archdevil, a fiend powerful enough to be trusted with the ensnaring of souls, but not perceived by Asmodeus as a threat to his throne. Archdevils spend most of their time competing with one another for their lord's favor, while simultaneously seeking a loophole in the unbreakable laws that govern their plane that will allow them to overthrow the Infernal Jurist and take his place.
