The Council of the Exularch

The Council of the Exularch is the constituent governmental body of the hidden city of Aletheia.
They give advice to the Exularch, whose rule flows from holy wisdom. They are a hidden government, formed from the combined resistance groups of Hindland and refugees from the Defiling of Holy Hill.
They aim to restore peaceful rule to Hindland, and preserve her cultural heritage. They value protection, and hiding from the scrutinizing gaze of their powerful and hidden enemies.

Previously ruled by their founder, the Deaconess, the halfling druid, they now serve Chinstrap the dwarven cartographer.
