Exularch of Holy Hill

The Exularch of Holy Hill is the leader-in-exile of the former Council of the Sovereign Hierarch (currently called the Council of the Exularch.)
They hope to one day return peace to Holy Hill and its former steward nation Hindland.
They rule in the hidden city of Aletheia.
