Bifoc
Bifoc is a half-elf necromancer who served on the Council of the Exularch in Aletheia.
He was interested in a prophecy involving Arthur Ains and the Isle of Bliss and Genocide, believing it would solve Hindland's problem with their gnoll uprisings.

He somehow followed Arthur to the island, where he opened the Scroll of Genocide after Arthur refused to do so.
This apparently doomed the gnolls of Realm 79: The Junction to extinction within a year's time.
