Independent Republic of the New Dwarven City

Founded on 16 Senvår , 5th Age, Year 1, the New Dwarven City is a sovereign city portioned out from what was once an area surrounding Aria's Folly (over the Fane of Renere). It is not under the jurisdiction of Dalland or The Great Grove, although it is surrounded by that nation on all sides. The Great Grove granted the land to the dwarves at the end of The Fourth Age. It is a representative democracy, led by the New Dwarven City Council. Almost all dwarves in the world live here, including the Chymerical Dwarves (also called Gnomes). The City is the home of the Guild of Miners and Engineers which owns the Grand Railway of Voktegård and the New Dwarven City Mine. The entire city is powered by coal-burning steam turbines, and every building is outfitted with incandescent light bulbs and electric fans. The city also has an impressive electric trolley system, the Temple of Joergen, and the somewhat touristy Chymer Museum . Only dwarves and gnomes may own homes here, though some non-dwarves stay here for extended periods of time at inns or with dwarven and gnomish friends. All citizens of the city are raised in the Cult of Joergen.  

Laws

The New Dwarven City holds to the Four Accords. In addition, all humanoid corpses are burned and any livestock are butchered immediately, punishable by a period of community service or indentured servitude. If a failure to burn results in anyone's death by undead, the ones responsible may be tried for violating the First Accord. Entering the Mine without express written authorization is punishable by death. Similarly, any digging beyond 4 feet or creation of a basement, cellar, or bunker without the written authorization and supervision of the Guild of Dwarven Miners and Engineers is punishable by a period of indentured servitude (typically in the mines). Any experiments involving interplanar travel are illegal here and there is a dedicated branch of the Citadel's Horizon Walker Conclave in the city that works hand-in-hand with the New Dwarven City Guard to magically surveil for any such violations (and assist with the culprit's prompt arrest). It is illegal for business owners in the city to accept anything but Dwarven Gold Conservancy Notes as currency for goods and services.

Temple of Joergen

The temple is a relatively small, sturdy building with some pews, a pulpit, and an altar before a large relief of Joergen commanding Earth Elementals and in the background, the Arr Mountains are cracking. The image of Sowil in the relief is magically illuminated -- in fact, it is a glowing crystal orb of some kind placed there by the Hero himself.

Economy

The New Dwarven City Council Special Sub-Committee on Natural Resource Conservation published a study in 5th Age, Year 82 comparing the value of gold and copper as a magical and chymeric reagents to the value of gold and copper as used in coinage. The Council acted immediately: No more metal currency would be used in the New Dwarven City, and the Gold Conservancy was founded to safeguard precious resources, maintain a ledger citizens' private wealth, and to print paper currency to replace coins. Visitors can exchange their gems and coins at the Gold Conservancy for Dwarven Gold Conservancy Notes; but, no reverse exchanges are allowed.
