Verona gifts the land to the Elves

Construction beginning/end

Empress Verona Elmahdy gives a large section of the city of Semunet to the Moon Elf refugees in exchange for their loyalty and acceptance of the rule of The Valcoran Empire.

After arriving in Torrezon, the heads of the four remaining Moon Elf Great Houses meet with a representative of The Valcoran Empire. They explain their reason for the exodus from their homeland and continent, and offer to pledge loyalty to the empire, in exchange for land.   The message is carried to the Empress directly, who makes a journey from her seat in the The Upper Wastes to treat with them directly. After they loyalty is sword, contracted, and documented, she gifts them a stretch of land within the city of Semunet to do with as they wished. The current inhabitants of this stretch of land were forced to move elsewhere in the city, a fact that a few people still to this day find unfair and unjust. The buildings within this land were torn down, and the construction of the citadel began.
