This agent was killed in action while trying to capture the fugitive Team 8. He had kidnapped one of their associates and held the goblin ransom. This lured Team 8 out in the open where Team 1 made an effort to capture them. Clarissa and her unit retreated from the scene. Millard was killed along with all the agents working with him. Team 8 escaped.
