Lord Grahain Waterbane

The Topaz Draconic orator of Lacertillia, and its first statesman. His life was spent walking the tightrope between his service to Zumontiarth, duties to Lacertillia, and his own ambition. Grahain founded the longest-running non-elvan family of Statesman Undinia has seen.   Grahain learned at a young age that truth was not only relative but manipulatable to fix his narrative. Over the years, both in the Gem Sea and Lacertillia, preformed many schemes that benefitted himself more than anyone.  

History

Pre-Lacertillia

Born to a small Draconic nomadic tribe in the Gem Sea, Grahain had a run-in with Zumontiarth at an early age, Grahain was awed by his power, swearing loyalty in exchange for power. While working towards being an agent of the dragon, he learned about the shifting world politics, figuring out how to make, and quickly break dealings with people as they rose and fell from prominence. Grahain persuaded multiple groups to pay Zemonthiarth tribute while getting a fair bit off the top.   This led to the forming nations using him to negotiate on their behalf with each other. It was on one such job that the Shipwreak happened.  

Lacertillian council

Many actually credit, or blame, Grahain for forming the council, though he often found himself defending his position on a lot of matters from Cornelious and Neal, he did find an ally in Rolakas, and often worked with Hjalmar, as Grahain pushed for a more rapid building up. Though keeping his true skill private at first, it was during a discussion about education that his true talent showed. Seeing merit in Cornelious' idea for open learning, he learned all he could about the idea before handing Cornelious a scroll to read moments before the session that would lead to the vote. The old Owlin was a skilled public speaker, though not a debater, Grahain gave him a speech that would destroy all of their main opponent, Rolakas', arguments. This became the first Waterbane speech, though it would not be the last written by Grahain.   In fact late 47 Rebel, with the discovery of the Nightmare beast, Grahain had a vote of no confidence brought against him by the hunters, due to a few run-ins and poorly chosen words on Grahain's part. Before the vote, Grahain delivered a speech that not only won him the vote but earnt him the title of Lacertillia's first statesman.  

Council dissolution

By 51 Rebel, the majority of the council was doing various projects, leaving governance to Grahain, Cornelious, and Neal. Grahain called for the temporary council to be disbanded and a true government set up, making moves behind the scenes to get himself put in charge of this new government. However, with Oum showing no interest in the Debate and Rolakas being absent, Grahain found himself in a two-on-one situation. Eventually, he stormed out of the chambers, cursing the others for their short-sightedness.   It would be a few days before Cornelious appeared at his house, asking Grahain to write the new constitution, rumors stating Grahain nearly choked on his wine in response. Accepting the loss, Grahain went out and discussed with others what they wanted, including his old master Zumontiarth. The result was the biggest constitution of all the states of Undinia, one based on freedom, equality, and community. Though a class of statesmen was created to create and enact policies, they did so at the will of the people and had strict ethical and legal responsibilities.   Within a year attacks on expeditions into the forest had started to stack up, with the first deaths since the city's founding happening. An emergency vote happened, one in which Grahain very publically abstained from. The vote was eighty percent in favor of closing off the forest. The hunters protested the result, turning violent when it was pointed out that they can reskill at the consortium. With the murder of Jahova, Grahain took on the prosecution immediately in response, citing how over half the paragraphs of the constitution as being broken in his opening statement, the defense apparently just breaking down in despair halfway through.  

Securing the future

Grahain spent the following years working to establish Lacertillia's position, forming an alliance with the Shadow Republic through Oum, and a Marriage between himself and a White city noble's daughter. Even appeasing his old master with an agreement stating that Lacertillia will never refute his ownership of the island, so long as he never tries to push that claim, this was achieved by confusing the dragon.   Grahain attended the Conclave of peace and liberty, though sixty, he was as sharp as ever, making the suggestion for the Phervians to be granted a small area to live out the last years of their empire in quiet. This idea was taken by the Gith and put into the final treaty. The last decade of his life was spent teaching the next generation of statesmen in the consortium, including his two sons.
