Deiran Bay

A fishing village that has expanded to become the capital of Deiran.

Government

Although the Regional Governor bases his administration in the town, Deiran Bay is run by a Principal. The Principal is based in a separate building to the governor's staff to help ensure a clear split between regional and local work (and finances).   The Principal and their staff make use of Overlook Hall which has offices, reception areas, a strongroom, and the Hall of Law. Most residents of Deiran Bay have little reason to visit the Hall, apart from when called to Hall of Law or when they wish to contest the charges levied by the Principal's most visible agents - the Enumerators.   Order is maintained in the town by the members of the Bayguard. These soldiers act as guards for the Enumerators, keep watch for trouble at the docks and markets, and break up any fights in the streets. They won't chase thieves or deal with crimes unless the culprit is immediately obvious so some traders employ additional guards at the markets to catch pickpockets and the like.

Industry & Trade

This town is a centre for the sea trade both within Deiran and between other regions in the empire. It's large docks can accomodate a dozen trading vessels alongside a sizeable fishing fleet. One of the town's major exports is salted fish which is traded with settlements further inland, but everything traded through the docks of Deiran ends up adding to the town's coffers as a low but wide tariff is applied to nearly everything that can be brought in via the sea.  
Deiran bay is also the centre for ship-building in the empire. It's large shipyards can produce various sizes of trading vessels and since 199 it has also been producing fighting ships to protect traders from pirates. The fighting ships are in high demand from the other coastal regions as the shipwrights of Deiran have been careful to closely guard their secrets.
Which Bay?
Many outsiders get confused over the fact that the town and the bay have the same name. Locals can't understand the confusion as they just refer to the water as The Bay.

Infrastructure

Deiran Bay has expanded several times in order to accomodate both it's rising population and the additional facilities needed to support and entertain them.  
Entertainment
Deiran Bay was the first settlemend in the empire to have a dedicated theatre, known simply as The Stage. The plays performed there are a mixture of old and new, with scripts recovered from a previous age, and newly written pieces. The theatre has sections reserved for high ranking members of the bureaucracy as well as permanently reserved set of seats kept aside in case the emperor should visit.   There are also a number of outdoor perfomance areas used for music, debates, and plays. While not as grand as The Stage these locations almost invariably have some form of performance running. The rich and influencial tend to keep an eye on those performing at these less prestigious places in case they spot of a new artist who is worth awarding a patronage to.  
Shipbuilding
Deiran Bay's most valuable industry is shipbuilding, and the three major shipyards are seen as the town's biggest assets. The three large yards are in constant competition with each other over who can construct the fastest or largest ship, who has made the most vessels, and crucially, who has the largest contract from the imperial navy. A sizeable support industry has also grown up around the yards, including facilities for making and storing the miles of rope reuired for the ships.

History

Originally a small village that was frequently beset by raiders this settlement's fortunes changed with the arrival of Kovias Junlinson. Kovias drove out the raiders and made Deiran Bay the centre of an expanding alliance of villages. This alliance eventually became the Empire of Dalthion, with Deiran Bay as it's first capital.   As the Empire expanded so did Deiran Bay. Goods and people flowed into what had become a sizeable town, and it's prosperity grew. When new regions were added to the empire to the north and south, Deiran Bay benefited from a further expansion in trade. More trade meant a need for more ships and the town was quick to make the most of this with the construction of the first of it's large shipyards.   There were concerns about the future of Deiran Bay when the emperor decided to change the location of the capital to a town further inland. The loss of much of the imperial bureacracy meant a sharp drop in the town's population, but it's central location has meant that trade has continued to flow through the town. Since the Regional Governor of Deiran decided to keep the town as the regional capital is has also recovered enough population to be able to support the numerous entertainment facilities that helped make the town known as the centre of culture in the empire.

Rising Crime
As the town has expanded so to has the level of crime. Not everyone is content with their lot, but neither are they willing to leave the town and work the land. Theft is rampant on the docks, and despite the best efforts of the authorities the best they have been able to do is contain the worst of the crime in the south eastern part of town.
