City of Towers and Mages. In a low lying valley along the southern shores of the Tethys, is a city of innumerable towers, spires, columns, and pillars of varying heights, circumferences and styles. Founded by a group of mages, and governed by a Council of Magisters, the city was designed around their affection for living in tall structures that rise above both the lands and people they protected benevolently, or owned in servitude. Today, the towers serve as a caste system of the city, with those having low magical aptitude and/or import living at ground level, in small unremarkable Tumulus, and the slightly superior Cairns and Pyres, referred to as “Dirt Dwellers.” Those with notable or great magical prowess and/or influence live in Spires and Obelisks, “The Ascendants,” that scrape the underside of the low lying clouds and mist that blanket the valley. The largest of the towers has existed since the founding of the city, referred to as The Monolith, “The Cloud Piercer” "Heaven's Reach" and is the only structure in the city that actually rises above the valley’s clouds. Only those of particular importance or strength are granted access to its interiors. Many of those who live within its walls are reclusive and secretive. Though no one know exactly how many reside within, there is rumor that it is a construct of infinite space, containing multiple pocket dimensions to accommodate the residents and their belongings.
Being a city steeped in magic and occupied by its practitioners, the regulation and control of such abilities is highly important to maintain order within its boarders. Learned spellcasters are required to obtain licensure for each spell level they are capable of casting. The mage must apply for and undergo a practical examination, in order to be permitted to use said abilities. Innate magic users, are required to undergo physical examination, and have a phylactery of blood kept on file for reference and monitoring. In either case, upon completion of the practical or physical exam, the practitioner is then marked with an invisible mark indicating that they have completed the required registration. Members of the Eldritch Guard, carry devices that are capable of seeing these marks to ensure that the magician is licensed. Contrary to the conspiracy theorists, the marks do not enable any control or subjugation of the bearer by governmental agents.

- The Ladders: A region that houses those who strive to make their way up the social system, as well as those who pretend to be above their station.
- Scrap Yard: Subterranean area where many of the abandoned and broken constructs have set up a shanty town.
- The Ward: Location of city barracks and HQ called Sages' Rebuke which also serves as the prison.

- The clouds surrounding Heaven's Reach frequently crackle with electric discharge due to the warding enchantments used to prevent scaling its surface.
- Streets and the skies of the upper, taller reaches of the city, are filled with rikshaw like carriages. Those pulled by biologic life forms are considered to be the most basic, next are those by automatons, then those by magic, and finally those capable of flight are of the rarest and prestigious.
