The Republic of Thalasia

I have very little understanding of Thalasia and their obvious disregard for what is right or proper, instead their 'republic' do everything at a snails pace... meanwhile the rest of Thysia continues to move forward.

The republic of Thalasia was formed 30 years ago after they were forced to move away from the confederate system styled after Anotheros, there were a variety of reasons for this, but the primary one arose after a series of revolts in the fishing and construction towns took place in response to the leading fisheries and ship builders becoming a dominant part of local governments and thus imposing a slew of unfair rules upon their residents... the response to these rules started peacefully until riots broke out and a new order was established.
This order was a Republic of Thalasia filled with workers, nobles and the educated who all worked from within the Thalasian capital. Since then, the republic have been dealing with local elected governments and ensuring there is a bureaucratic process to all processes in the nation.  
Though this has been accused of 'slowing Thalasia down' by detractors it is more widely celebrated by the people of Thalasia as they see the republic as their protectors from an otherwise unfair world. 
This view of the republic meant that even their most controversial ruling, the citizen tax, passed with little resistance as it was cited as a need for the nations infrastructure to continue to function and prosper.

Structure

The republic reside in the capital and are in place to pass laws to be voted on by the people of Thalasia and to be the final arbiters on rulings requested by the local governments in each town and city in Thalasia. 
There is no organiser or leader of the republic and they must be re-elected every 3 years or risk losing out to a new popular choice to join the republic.
