Hugging one of the massive pillars of The Road of One Thousand Pillars, hanging off cliffs on the northern side of Glasslyn Lake, you'll find this city; full of criminals, cutthroats, and fugitives who've just fled the kingdoms of the south to the Swamp they will surely not be found in.
