village in
The Valley has an elder who leads the village.
They bear the responsibility of guiding their village in major decisions, resolving conflict, and attending the many traditions of the village, such as opening festivals, and blessing newborns.
They have authority to overrule any decision voted by the village, though this is hardly done. And when this does happen, usually there is a narrow margin of error, and the elder won't do so lightly.

- The Elders withold information from each other, and send spies into other villages in hopes of finding them out.
