Council of Assholes
For the first week and a half after they colonized Utnapishtim the planet was a monarchy. The king made the error of declaring that only he was allowed to eat fish. Since all the food that the colonists brought to the planet was already gone and fish was the only food available they decided that the King was an asshole and stoned him to death.
They still needed some kind of government so they decided to be honest and call the politicians what they really were, assholes, so that became the official title for the ruling body of Utnapishtim.
