Combustible Security Paper

The Coalition Military Intelligence created Hieronymous Barker with the intention that he should be an undercover operative, but before sending him out into the field for his first undercover mission they changed their mind and he wasn't given the necessary knowledge to actually function as an undercover operative.   When it turned out that Barker instead utilized contacts on planet Earth to gain access to pop-culture from that planet, the leaders of the bureau became curious about the movies and TV-shows he watched. Barker showed special interest in a TV-show where every episode started with the leader of a team of spy listening to a recorded message, detailing their mission for the episode and then the message would "self destruct," with smoke coming from the tape recorder.   These self-destructing messages inspired the R&D department of the Coalition Military Intelligence to develop their own system of self-destructing messages. The only difference was that they manufactured a paper, instead of the recorded voice messages of the TV show, that you could write and draw on, and once the operative had absorbed the information on the paper they would just tear the paper slightly and five seconds later the paper would catch fire on its own and burn up.   The first batch of this paper was destroyed when the local Military Intelligence office and warehouse on Menelaus burned down, because of shortsightedness. Someone thought it was a good idea to take a paper that catches fire if you tear it, fill a warehouse of it, as notepads. The same someone who thought this was a good idea perished in the fire when they demonstrated the paper to their superiors by writing on a notepad and tore off the paper.
