Las Navajas
Las Navajas is a New England-based drug cartel. During Book 1, Dawn of the Superhero Age, Hector Rodriguez is the secret leader of the cartel.

Las Navajas is connected with the Mystic River Power Plant drug packaging facility (managed by The Order) that Dark Flame decimated in Book 3, The Rise of Dark Flame.
However, according to Director Eric Potter in Book 2, Legend of the Crimson Blaze,
"If one compares The Order to an onion, Las Navajas is the outer peel you discard. It’s unlikely Hector Rodriguez knew about The Order.”
Structure
The hierarchy of Las Navajas is unclear, but the Portsmouth Police Department discovered Hector Rodriguez took over the family business from his father Ernesto Rodríguez, husband of Yolanda Rodríguez (no involvelment) and grandfather to Carlos Domínguez (fleeting involvement).
