Torren Guard

Torra is a small kingdom, barely more than a city state. Its military is similarly small. Torra doesn't fear invasion. Their only natural resources are fish are lumber, both of which are ubiquitous in the lake system, and their only neighbours are allies. The only reason they need an armed service at all is civil policing, dealing with the Forest and enforcing quarantine measures. The Torren Guard was created to fulfill all three of these functions.  

Policing

The Torren Guard are the local watchmen for the residents in New Lualai. Guardsmen patrol the streets, investigate crimes, and arrest suspects.   Each village elsewhere in Torra has a single Guardsman stationed in it to serve as a catch-all law enforcement presence. If a larger situation happens to come up, New Lualai and headquarters are never more than an hour away.  

Forest Patrol

Monitoring the Forest is one of the Guard's most important duties. Rather than the extensive fort system used by the Border Rangers in Kaleina, the Torren Guard operates regular patrols by boat.   Guardsmen sail around the perimeter of Lake Tulli in regular shifts, checking for any sign of activity near the shore. In the winter, they do this from caribou-pulled sleighs. In this capacity, they also serve as a coast guard, available to help any civilian vessel in distress and also police ships going too close to the shore or attempting to approach Torra without reporting to quarantine.   On the eastern shore sits Torra's only fort, Fort Leillu. It was built in coordination with the Border Rangers to form the western terminus of the Torra-Kaleina portage. It is regularly manned by about 25 Guardsmen. A pair of Guards accompany all travellers heading to Kaleina on the route.  

Quarantine

In Torra, the only port of entry is Aarkon Island. This island hosts Torra's only major dock and a facility run by the Torren Guard. Anyone arriving to Torra from another country is required to enter through Aarkon and quarantine for 5 days. After that, their passport will be stamped and they can board the ferry to New Lualai.   Locals who go onto the lake to fish are not required to quarantine as long as they didn't go within 10 feet of the shore, and can simply go home to the fishing docks in their villages. Monitoring who is on the lake and where they came from is one of the Guard's most time-consuming duties.
