This often has to income of settlements that harbor tree farms and can't afford to lose any of it as it helps keep them afloat. There is also the fact that certain people will try to use the wood for purposes for darker goals, pirates and criminals have been known to build their ships with the wood and then use them to raid and pillage with them. Along with certain groups using them to create weapons when they are unable to afford still to wage war on anyone they don't like. This can be bad for business as it will often scare away buyers and possibly lead to the current owners of a tree farm being removed willing or by force for another owner that can bring in better income. Which is why legitimate buyers are necessary for a sale to come through as both sides will benefit from it and everyone will be happy at the end of the transaction.
