Spring Ark 17

Spring Ark 17 was the mothership of the Eternal Empire's Fourth Fleet's eleventh division, the Hound. These arks were once used to transport civilizations from the waters of Spring to the continental leaves of Summer. As they are designed for the pressures of cosmic rains, with thick hulls and water sealed design, many of these old ships were repurposed into medical ships for the outer fleets. They are near impenatrable, and have large residential facilities, so they were transformed into ironclad hospitals. Maneuverability and weaponry is low, and to change that cripples its defensibility, so the Hound is rarely near the frontlines.   A secondary function of Spring Ark 17 is that it carries the military police and prison. Desertion and treason are harshly dealt with, but it must be proven without a shadow of doubt. To protect these eternals going to trial, the military police is set up here for their protection from vigilanty justice. This mercy is only shown to native born Eternals from the fatherland. Conquered peoples who have joined the Eternals do not get this privilege. This privilege mar's the Hound's reputation, especially after the Winter Contingency disconnected the Fourth Fleet from the homeland.   After the Winter Contingency, Spring Ark 17 crash landed near the city of Seraphim, an annexed city from the Church of Veritas. As the Hound was carrying untold numbers of injured from the many fronts of this war, they were in no position to be besieged or to retreat. Thus, they made a deal with the Church of Veritas. They would return the city of Seraphim and not shoot another round as long as they could keep the conquered territory between Dakath and the Church of Veritas lands (a countryside now called the Hill of Hounds). The Branch of Uz was adamant that this be allowed, as Seraphim had much of their sect’s secrets buried within. Pointless, unproductive territory more work than it’s worth to control was an easy trade. The other branches, seeing the Hound was on the ropes, could not see their reasoning, but bowed to their strange whims when the Tuthian branch also agreed, saying their enemy does not lie in the sickbeds of the Hound. The Hill of Hounds has since become quite the retirement and refugee nation, and good leadership made it the envy of many foreign citizens. It is now a recognized nation on the world stage. It even spearheads the Ram Recovery Mission.   Spring Ark 17 remains near Seraphim mostly sealed except for one raised road that connects them to the Hill of Hounds region. The are closely watched by Mineosian crusaders, but otherwise are peacefully tolerated.

Government

Spring Ark 17 is a corporation, their leader chosen by a commitee of shareholders. The current CEO is Dr. Samantha Fields, once the head surgeon of the Fourth Fleet. The city is run like a private hospital and retirement center now, profiting off of the devastation after the Eternal invasion, as well as the conflicts in Dakath and the outbreaks of plague around Grief. While not the only form of healthcare on the Veritian Leaf, their non-partisan, non-prejudiced acceptance of patients as long as they can pay as earned them a reputation and near monolopy of the industry. Only the moorish church can compete, but their non-profit and self-sacrificial outlook means they have a hard time matching the Hounds personal and reach.
