The Cliff
Off the coast of Uper Brahru lies the southern most island within the Stone Islands. Here is home to a settlements known as the Cliff. Due to is location it was a common spot for ships to stop to collect fresh drinking water. Eventually a small settlements was established to allow ships to stock up on provisions. In the following years, ship captains would begin to drop off crew members that lost their nerve at sea. The settlement would soon become a home to the desperate and eventually was overrun. Some time around 603 BEM, the Archmages of the Isle of Stone pleaded to the King of the Seas to reestablish order on the island. The King tasked the Lord of Havas to answer the Archmages call. The lord sent several dozen ships to reestablish order and rebuild the once useful resupply station. Leading the fleet was a Goran who would eventually be known as Lutz the Beheader.
Demographics
The population of the Cliff fluctuates throughout the year as many find seasonal work on passing ships. Towards the end of the year, many leave the island before the seasons storms makes travel to the island extremely difficult. While most of the races of Pangeria can be found throughout the island, its home to the largest known population of Goran.
Government
While the island is overseen by the Governor, there is no true government overseeing the island. Governor Lutz has established that there are no formal laws except for one that forbids murder. The only exception to the law is that mutual combat may end in ones death as long as it is publicly stated and witnessed by at least 5 individuals. The governor has also established that a docking fee is charged to help maintain the cities ports, roadways and universal healthcare.
Districts
The Tea District
The entertainment district is referred to as the Tea District. Here is where all manners of vices can be found. The streets are lined with brothels, smoke dens, fighting pits, casinos and tea shops. The smoke dens are known to carry the finest cigars and tobacco grown throughout the world. The tea shops sells a kind of tea that can only be found on the island. spiritsRuler:
