Palora

The nation of Palora encompasses almost all of NorthWestern Leafwind.   Formerly Martaria, the nation of Martaria was established in 1623 TME as a colony of Culland though it was not recognized by Culland or given support until 589 TME, at which point Martaria instead declined official acknowledgement as a colony, and proposed an alliance.   The Alliance of Gold Waters would stay in place through Martaria's existence and until Palora had existed for 37 years.   Established by a divine proclamation of the Church of Palor, 27 years after the death of Palor, Palora was formed as a symbolic gesture rejecting possible pagan roots of the country, and solidifying the new country as one dedicated to Palor's remembrance above all else.

Structure

The Head of Council rules over Palora in concert with the Head of Church, each having half of the say over what Palora can and cannot do, with popular vote as a tiebreaker.
Council members are voted in by popular vote of citizens of Avalon, citizens defined as those who rent, own, or administer over a dwelling within the city's tax region.

The council has 7 members:

The decisions of the Head of Council can be blocked by 5 votes against by the rest of the council, and the Head of Council can be removed by a vote of all 6 other members with the consent of the Head of Church.

Beneath the Council, each Head has an entire sector of the government they control, that being the Executive branch (head of council), the legislature (the head of state), the judiciary (the head of city)
The Councillors control or have influence on certain non-governmental sections of society. The Councillor for the people has significant representative power granted by the people, and power over the rights and responsibilities the average person holds. As an example, they can determine what days of the week certain groups can draw water from the wells in certain cities to prevent draining the wells, can dictate tax collection or retention, and can impose quarantines or travel restrictions.
The Councillor for prosperity determines business taxes, business licenses, inter-city and foreign commerce, etc.
The Councillor for Defense is typically a general, and has the power to present declarations of war or proposals of military action to the council.
The Advisor to the council is a unique position, one always filled by a homeless individual, and if they gain a home they are stripped of the title. They are considered to be the voice of the common man, and have the right to bring up any issues they see fit. It is said that is an Advisor cannot understand or be convinced of a plan of action or an idea, it is too complex or arcane to be reasonable to the common folk.

Culture

Palora is deeply religious, and heavily human. The country does not openly legislate against nonhumans and some nonhumans even have positions of power, but the religious arm of Palora is vehemently pro-human, and will excise all nonhumans from the ranks of the church. The people of Palora are usually wary of nonhumans, but not hostile.

Assets

3 large cities, 1 medium city with college, 2 small cities, 1 large town, 15 medium towns, 24 small towns, and many villages. A large refuge settlement on the island of Stormhaven 15 warships, 5 merchant vessels converted into warships, 150+ merchant vessels on loan to merchants. A standing army of over 50,000 soldiers in Avalon, with an assumed reserve of over 150,000 citizens.

Mythology & Lore

The Church of Palor is the religious arm of the country of Palora. They teach a sort of benevolent racism, where humans are encouraged to care for and subjugate nonhumans for their own good.

Divine Origins

Palor's death was the fundamental catalyst for the formation of Palora, and most of their beliefs are tied into this event, such as believing that halflings are naturally duplicitous due to the belief that the halfling goddess Dolla Thon was the one which killed Palor.

Cosmological Views

Palor's divine self created the sun, and then his physical form guided humanity out of the dark ages, into a new age of civilization and enlightenment.
