The City of Haveweil

Havewiel is the third largest city in Palora. It is a major port city with a huge amount of sea traffic and extensive docks to accommodate as many ships as possible. Half of the Palora navy is based here. Located to the far East of Avalon.
In a knuckle-bones telling by Kefka, this city was described as "Strife, conflict, an adventure in itself."
