The Empire of Scales
While much of The Empire of Scales has been learned in the six months since the Sacking of Phao, there is still so much more than is still left unanswered. What is known about the Empire is enough to treat them with the greatest degree of vigilance and wisdom. The Empire of Scales is a vastly superior military superpower with access to technology and weaponry that far surpasses anything the Etherium has seen since before the Sundering. Their forces appear to consist entirely of reptilian bidedal personages, varying in shape and appearance. While reports speak of soldiers possessing physiologist similar to Lizards, Tortoises, and even Dragons, every official representative that has been dealt with has a stronger resemblance to Snakes. These representative proclaim themselves as "The Prophets of Scales", dealing elegantly in political exchanges one moment and Preaching their "Gospel of Scales" to whomever will listen. They beseech those they speak to that not all the Gods died in the Sundering. It is said that Three Gods taking the forms Serpents survived and that together they nurtured, educated and grew the Survivors of their Confluence, The Sunderbleak, into the perfect society. The Prophets say that while it is understandable that we had forgotten the gods, but that now the Gods were known to them once again, and that those Gods are on their way here. No further Military action has been taken to advance the Empires newly conquered territory, except to plainly declare and defend those new borders.

It is Unknown if Command of their Military is Entirely given to their Clergy but it appears that in all other ways that the "Prophets of Scales" have full authority over their peoples.
