Scarlet Jackals

The Scarlet Jackals are decentralised and cell-based, favouring obscured hierarchies, burner identities, and coded names. Still, rumours persist of a core leadership known as the Triad of Teeth, each 'Tooth' controlling one major market:  
  • Golden Tooth: Oversees bribery networks and elite clients, including corrupt nobles and military officers.
  • Obsidian Tooth: Handles relic theft, arcane smuggling, and infiltration of the Shemsu-Ra.
  • Ivory Tooth: Controls narcotics trade, flesh markets, and street-level smuggling from Zhinra and beyond.
Each cell reports up to a local handler, known as a Whisper Fang, who ensures operations run quietly and efficiently. No single Jackal knows too much.   All Jackals wear stylised masks when interacting with one another, disguising voice, features, and sometimes even height. These masks range from ceramic jackal visages to enchanted scraps of fabric that shimmer when viewed head-on. Identity is privilege—anonymity is protection.

    The leader of the Scarlet Jackals is known as the Red Jackal. it is said that this figure sees through all masks.

According to legend, the Scarlet Jackals began centuries ago as tomb-robbers and relic-diviners who looted the ruins of the Age of Titans.
 

Cooperative

The Jackals grease the wheels of Y’Matara’s economy from the shadows. The Gilded Hand tolerates their presence so long as profits flow. Risk of exposure. If the Jackals draw too much attention, the Hand may publicly disown or turn on them.

Hostile

Jackals regularly steal from Eternal Vaults; many are former Collegium dropouts. Shemsu-Ra attempt quiet containment to avoid scandal, but resentment is growing.

Open Conflict

The Templars consider the Jackals heretical and lawless. Executions and crackdowns are common.

While some of the individual factions may cooperate and work with the Scarlet Jackals, as a policy the Pharoah and his council want to rid the city of the faction.
