The Scarlet Jackals are decentralised and cell-based, favouring obscured hierarchies, burner identities, and coded names. Still, rumours persist of a core leadership known as the Triad of Teeth, each 'Tooth' controlling one major market:
- Golden Tooth: Oversees bribery networks and elite clients, including corrupt nobles and military officers.
- Obsidian Tooth: Handles relic theft, arcane smuggling, and infiltration of the Shemsu-Ra.
- Ivory Tooth: Controls narcotics trade, flesh markets, and street-level smuggling from Zhinra and beyond.
