High-ranking leaders who oversee entire markets or districts. Each 'Tooth' controls one major market:

Golden Tooth

Oversees bribery networks and elite clients, including corrupt nobles and military officers. They are masters of flattery, disguise, and fiscal pressure—brokering indulgence for influence.

Obsidian Tooth

Handles relic theft, arcane smuggling, and infiltration of the Shemsu-Ra. Their agents are often former Collegium students who now use their knowledge to undermine the Vaults.
