Surface Bazaar Locker Permit

Surface Bazaar is one of the few transit settlements between The Surface and The Tree layers. In both of those places there are different conditions, and while a person wearing the gear needed to survive on the Surface layers could travel down without any risk for their health (although the protective oils on their robes might dry up), traveling upwards without taking precautions would be a suicide. Because of that, there are businesses that can store one's gear safely and rent them whatever they need. Those places issue special permits that authorize someone to use one of their reinforced lockers and later, empty it.  

Two types

Depending on the direction one traverses to, there are two types of locker permits one will get.

Surface Permits

Permits for those traveling upwards are always laminated and covered with chemicals protecting them both from the corrosive properties of the sunlight and the digestive acids of the Beasts from Above.
While the permit holder might not survive, their permit will.

Tree permits

As the People of the Surface tend to be very amazed by everything that isn't an endless sea of sand, a lot of them tend to be pickpocketed the first day (or minutes) after getting their permits. Because of that, their permits are always equipped with a chain they can attach to their clothes and always have their photo printed on them.
 

Collecting the gear

While collecting the gear with the permit is as simple as showing it to the owner of the rental business (usually paired with answering the security question), collecting it without a permit (or a photo taken) is either harder, or impossible in some cases. If one can prove that they are the owner of the gear inside of the locker, they'll have to pay a pretty high fee for losing the permit.
The situation plays out differently if someone who isn't the owner of the permit comes to bring back the permit. This usually happens if the permit is found somewhere in the sands of Surface layers or inside one of the Beasts living there. In that case, after a week, the gear inside of the locker is evaluated and 15% of its value goes to the finder of the permit.

Jackals and Guides

As it is easy to imagine, there are people who try to earn some money by stealing permits and selling the gear left in lockers. While the permits of those who plan to stay in the settlement for a short while before returning are mostly useless, those who plan to stay up or down tend to be a tempting target. Far enough to not be captured by the settlement guards but not too far to risk danger from the Beasts, the Jackals are people who rob and often kill others for their permits. It is possible to encounter it on both sides, both on the Surface and The Tree layers.
As the activity of Jackals started growing, the guild of Guides has been formed in all of the transit settlements. These people, for a reasonable fee, can lead someone safely through the places plagued by bandits and even to the closest tribe (upwards) or settlement (downwards) where one can find somebody else more prepared to the conditions of their layer to guide them.
